City of Roseau: City Begins Comprehensive Plan Update

It is fast approaching twenty years since the city’s very first “Vision for the Future” comprehensive planning and design charrette occurred following the devastating 2002 flood.  It is also nearly ten years since the City Council  completed its most recent comprehensive plan update to guide community growth and development. Since the last review, the city has seen numerous changes as we have built upon those previous plans. However, now is the time to look forward again to the next ten years and beyond as we update the comprehensive plan for the future development of the City of Roseau.

The city has retained Houston Engineering to help us update our plan. Houston is no stranger to Roseau, having been the City’s Engineer for over ten years completing many civil engineering projects for our utilities and streets. With this background they should be well suited to look into the future with us and to offer suggestions we can consider going forward. The planning process will help us coordinate future work and save money on upcoming projects.

Houston’s planning team will seek community members to complete a public input survey as well as participate in  several public input sessions as the plan is being developed. We have all agreed that this is Roseau’s plan and that the people of Roseau will decide what goes into it. Once input and suggestions are gathered, Houston will merge these ideas into a workable plan and ask the City Council to consider adopting it. This should all be accomplished in 2022.

The planning team for Houston will be led by Donna Bye who served as a City Planner for 15 years. Donna was a planner for the City of Minot during the historic flood of 2012. She has been a part of a great many development projects within the Region. Assisting Donna will be Bill Wocken, a retired city Administrator and City Planner for over the last 44 years. Bill also lobbies legislatively for cities. This team has many resources within Houston’s eight offices to help address any issues we encounter.

Stay tuned for the activities that will accompany this comprehensive plan update. We need a great plan for the future of our city and, with your help and input, we will be able to have this update complete before the end of the year. 

 

TENTATIVE PROJECT SCHEDULE 2022

March: Develop Public Input  Survey

April 2: Kickoff Public Survey (watch for more information on how to complete a survey)

April 26 & 27: First Roseau Trip, 2 Public input sessions & interview community leaders

May—July: Review public input and surveys.  Review progress on past goals and begin development of future goals.  Begin writing draft plan.

July 19-22: Second Roseau Trip.  Fair Booth with information on draft plan for public  review and to identify plan priorities.

August-September: Write final plan incorporating local priorities identified during second trip.

October: Present final plan to City
